School Fee Remission Scheme 2021-22
We are determined to educate students irrespective of their family background. Therefore, we will continue to have school fee remission scheme to provide financial assistance for students who may have difficulties in submitting school fee. The details are as follows:
2. School Fees
The annual school fee for S4 – S6 students for Delia Memorial School (Hip Wo No.2 College) 2021-22 is $3,000. And there is no school fee for S1 – S3 students.
3. Criteria of School Fee Remission
In accordance with financial situation of the applicant’s family, the school fee remission will be available in two categories:
Adjusted Family Income (AFI)*
Fee Payable (per year)

$41,361 – $79,976
We use the government’s “Adjusted Family Income” (AFI) mechanism for reference to assess the eligibility of an applicant and reserve the right for the final approval of the application. The AFI (not the average monthly income of a family) is illustrated below:
Gross annual income of the family
Number of family members + (1)
Gross annual income of the family includes the annual income of the applicant and his/her spouse; 30% of the annual income of unmarried child / children residing with the family if applicable; and the contribution from relatives / friends if applicable.
The members of a family normally refer to the applicant, his/her spouse, unmarried child / children residing with the family and the dependent parent(s) who are supported by the applicant and/or his/her spouse.
For single-parent families of 2 to 3 members, the ‘plus 1 factor’ in the divisor of the AFI formula will be increased to 2.
4. Application Procedures
For current students who would like to apply for this scheme, please submit the original and the photocopy of “relevant Eligibility Certificate (Financial Assistance for Primary and Secondary Students) (EC) issued by the Student Financial Assistance Agency (SFAA) or the Certificate of Comprehensive Social Security Assistance Recipients issued by the Social Welfare Department to the Class Teachers at the beginning of the academic year.
Please note that all information provided in the supporting documents submitted will be strictly verified. And the result will be announced to the students within one month after all the documents and the application are submitted.
